Review Criteria
Evaluate skills against four dimensions:
- Correctness: Follows specification requirements
- Clarity: Instructions are unambiguous and actionable
- Effectiveness: Triggers appropriately and guides well
- Maintainability: Well-organized and easy to update

- Validate Structure: Check directory and file organization
- Evaluate Frontmatter: Verify name and description compliance
- Assess Content: Review clarity, completeness, progressive disclosure
- Check References: Verify organization and linking
- Test Effectiveness: Confirm triggers and guidance work
